The trouble with treaties

DICK SAYS: Don't want to spoil the surprise, but Dick will soon be encountering another level of the local bureaucracy. This unwanted adventure will involve repeated trips to the margins of the city and learning to do something Dick has done daily for the past 35 years. If only Dick's former home had inked an agreement with his French hosts. Oh well, c'est la vie.
